The ITHA's diligence and advocacy at the Illinois Capitol has paid dividends for Illinois owners and trainers: state lawmakers agreed, before completing their spring legislative session on Wednesday, to transfer surplus dollars in the state's Horse Racing Fund to Hawthorne purses.
